This scene is from an animal parody of an omiai - 'interview' between a prospective bride and bridegroom to let them 'look each other over'). Poppo (a common name for a female feline) has just been introduced here. Her mother and father are sitting behind her, and their attire (kimono and pinstripe suit) shows that this is a fairly formal occasion.

Poppo: My name is Poppo. Pleased to meet you.
ポッポ：ポッポと申します。よろしくお願いします。
Poppo: Poppo to moushimasu. Yoroshiku onegaishimasu.
- polite cat that she is, Poppo uses the humble word moushimasu when giving her name. Moushimasu would be considered very polite speech, but she still uses onegaishimasu in her next statement (ordinary polite), instead of the very polite onegai itashimasu
- compare her choice of words with that of her male counterpart on the next scene...
The male half of this omiai is a dog, who uses more informal speech. Although his speech is certainly socially acceptable (for a male), it would not be strange for a young man to say Yoroshiku onegaishimasu in this situation.

Shinnosuke: Shinnosuke desu. Yoroshiku...
- yoroshiku is a rather polite word already, so in this case, he also meant, "Pleased to meet you (too)." ^^
- his choice of words is part of the image of this cartoon character - he is wearing a loud sports coat, behaves in a good-natured but somewhat rough manner. The conclusion of this omiai was that the pair were not compatible. teehee..
